Dr. Jim Stevens is the Deputy Director for Studies and Analysis (DDSA) in the Joint Staff’s Force Structure, Resources and Assessment Directorate (J8), the Pentagon, Washington D.C. DDSA conducts studies and wargames, warfighting assessments and develops and analyzes future concepts to support the J-8’s efforts to evaluate plans, programs and strategies for the Chairman of the Joint Chiefs of Staff.
A graduate of the United States Military Academy at West Point, his assignments in the Army include the 82nd Airborne Division, the 3rd Infantry Division (Mechanized), the United States European Command, the Army’s Center for Army Analysis, and the Joint Staff J-8. Dr. Stevens received his Doctorate in Statistics from the Naval Postgraduate School, Monterey, California in 1991.
Upon his retirement from the Army, Dr. Stevens joined the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (OSD(CAPE)) as an operations research analyst; later serving as the Director, Joint Data Support Division. In CAPE, he led analysis activities supporting the Secretary’s efforts to reset the Department’s force structure following the conflicts in Iraq and Afghanistan. He joined the Senior Executive Service in 2015.
Dr. Stevens has attended the Federal Executive Institute, Seminar XXI and the Command and General Staff College. His awards and decorations include the Secretary of Defense Meritorious Civilian Service Award, the Secretary of Defense Exceptional Service Award and the Legion of Merit.
