J5 Strategy, Plans and Policy

About

The Joint Center for International Security Force Assistance (JCISFA) is a Chairman of the Joint Chiefs of Staff Controlled Activity (CCA) whose purpose is to support the integration of Security Force Assistance (SFA) to advance Security Cooperation (SC). JCISFA supports the integration of SFA and other SC equities into strategy, plans, policy, doctrine, education, and training to enable the Joint Force to execute globally integrated operations alongside allies and partners.

JCISFA enables the Joint Force’s SFA operations to prepare U.S. Armed Forces more effectively to support the professionalization and the sustainable development of capability and capacity of foreign security forces (FSF) and their supporting institutions.  Deliberate planning, execution, and assessment of SFA with priority allies and partners is a key component of defending the homeland, deterring aggression in the Indo-Pacific, and increasing burden-sharing with allies and partners. JCISFA addresses critical gaps in SFA to improve the practical application of SFA in Joint Force campaigns and operations.

What is SFA?
Security Force Assistance includes any DoW activity that supports the capability and capacity of FSF and their supporting institutions. FSF include, but are not limited to, military forces, police forces, border police, coast guard, customs and immigration officials, paramilitary forces, and forces unique to specific nations, states, tribes, or ethnic groups. For further information on SFA please see Joint Publication 3-20, Security Cooperation.

Ways We Can Help:

Staff Assistance: JCISFA can provide mobile or virtual staff assistance (primarily at the strategic and operational levels) to support SFA and SC planning, and assessment related to DoW, Joint Staff, and Combatant Command requirements.

Lessons Learned: JCISFA drives change by collecting and analyzing observations, issues, and gaps to create insights and lessons that can be integrated into doctrine, education, training, exercises, strategy, plans, processes, programs, and SFA execution in the field.
