Mr. Ronald Paul Higham, Jr. was appointed to the Senior Executive Service on September 15, 2019 as Director of Management (DOM) for the Joint Staff.  As DOM, Mr. Higham serves the Director of the Joint Staff as the principal advisor on enterprise mission support and management operations and acts as the Joint Staff’s principal planner, director, and representative on all mission support and management matters.  He leads a select staff of civilian, uniformed military and contractor professionals in the areas of facilities planning and operations, communications and network operations, information and records management, financial management and comptrollership, security and logistics.

Prior to his SES appointment, Mr. Higham served in civil service ranks as Deputy Chief of Staff for U.S. Joint Forces Command, Deputy Director of Management and Deputy Inspector General for the Joint Staff, and Chief, Joint Staff Support Services Office.  As a career Army officer, Mr. Higham completed sixteen overseas and stateside assignments, including troop commands at company, battalion, and brigade levels, as well as multiple tours of duty in the Pentagon with the Army’s Program Analysis and Evaluation Directorate.

Mr. Higham maintains a DoD Financial Management Level 3 certification.  His academic credentials include a Bachelor of Science in Engineering from the U.S. Military Academy, a Master of Science in Operations Research and Systems Analysis from the Naval Postgraduate School, and a Master of Science in National Security Strategy from the National War College.
