Mr. William Butcher

Mr. William C. Butcher assumed his current role as the Director, Directorate of Management (DDOM) for the Joint Staff in June 2024 with responsibilities for management, planning, and directing of Joint Staff facilities, logistics and support services, security program management, information technology (IT) customer relations, administrative services, and administrative oversight of Secretariat operations.  

Prior to this role, Mr. Butcher served as the Senior Advisor to the Office of Emergency Management and Resilience (OEMR), in the Department of Veterans Affairs. From 2014 to 2020 Mr. Butcher held progressive positions as a Department of the Army Civilian which included the Director for Family and Morale, Welfare and Recreation (DFMWR) in Fort Lee (Gregg-Adams), Virginia; Deputy to the Garrison Commander in Daegu, South Korea; and Chief of Staff for IMCOM Directorate Training, in Fort Eustis, Virginia. 


During his 30 years of active-duty, United States Army, he served in a variety of command, staff, and joint positions. Mr. Butcher enlisted at 17 years old and served 3 years in the 82nd Airborne Division. He commissioned as an Infantry Officer in 1987 and subsequently transitioned to Civil Affairs in 1995. He completed multiple deployments including service in Kosovo, Iraq, and Afghanistan. Other highlights included service as a Battalion Commander in the United States Army Special Warfare Center and School in Fort Bragg, N.C.; Brigade level Garrison Commander for United States Army Garrison Baden-Wuerttemberg, in Heidelberg, Germany; and the United States Special Operations Command with duty as the senior Special Operations Support Team representative with the United States Agency for International Development in Washington, D.C. He culminated his military service in 2014 at the rank of Colonel.   


Mr. Butcher holds a Bachelor of Arts in Criminal Justice from the University of South Alabama and a Master of Science in International Relations from Troy University.  He is a 2009 graduate of the United States Army War College Fellowship Program and a graduate of the Leadership for a Democratic Society program and holds an Associate Coaching Certificate with the International Coaching Federation (ICF).   


Mr. Butcher is the recipient of the Defense Superior Service Medal, Legion of Merit, two Bronze Star Medals, General Winfield Scott Gold Medallion, a Superior Civilian Service Medal, and two Meritorious Civilian Service Medals.
