Riho Terras , commander of the Estonian Defense Forces, at Joint Base Myer-Henderson Hall, Nov. 13, 2018. During the ceremony, Gen. Dunford presented Gen. Terras with the Legion of Merit for his outstanding leadership, personal initiative and dedicated support to the United States - Estonia military alliance. Gen. Terras efforts resulted in a significant expansion of cooperative operations and training between the Estonian Defense Force and the United States military, leading to improved security and stability in the European Theater.
